Enrollment for CIS countries citizens

Students from the CIS countries can enroll in a budget place, apply for the Rossotrudnichestvo line or win a grant competition with a discount on tuition from 20% to 100% (application deadline: 15 January, 2025)


Admission conditions for CIS countries citizens

The conditions are the same as for students from the Russian Federation – it is necessary to pass an interview for a grant competition. Citizens of other countries take internal entrance tests instead of the Unified State Exam. Citizens of the Republic of Belarus have the right to provide the results of the central testing.


Package of documents for applicants from CIS countries

  • passport of a foreign citizen

  • if needed: notarized translation into Russian for a graduation certificate with transcript and passport

Students from which countries can apply for a budget place?

1. Citizens of Belarus, Kazakhstan, Kyrgyzstan, Tajikistan (in accordance with the Agreement on Granting Equal Rights to Citizens of the States Parties to the Treaty on Deepening Integration in the Economic and Humanitarian Fields of March 29, 1996 for admission to Educational Institutions, approved by the Decree of the Government of the Russian Federation of June 22, 1999 No. 662);
2. Citizens of Armenia, Uzbekistan, Ukraine, Moldova, Turkmenistan, Georgia, permanently residing in the Russian Federation and having a residence permit;
3. Compatriots abroad who have become participants in the State Program to Assist the Voluntary Resettlement of Compatriots Living Abroad, approved by Decree of the President of the Russian Federation No. 637 of June 22, 2006 (based on the certificate of the participant of the specified State Program);
4. Compatriots abroad in accordance with the requirements of Article 17 of Federal Law No. 99-FZ of May 24, 1999 "On the State Policy of the Russian Federation in relation to Compatriots Abroad", provided that they submit documents or other evidence established by law.

A grant of 20-100% is available to students from the CIS countries applying for a bachelor's degree, for master's degrees 50-100%

A 25-70 grant discount is available to students from CIS countries.

How can citizens of CIS countries study for free?

1. The Russian Government offers the state scholarship for international students which includes tuition fee coverage and monthly allowance (for the entire duration of study regardless of the student's success). Register at https://education-in-russia.com/ and fill in application. You will be able to choose 6 Russian Universities. Please put Innopolis University on the 1st place in the priority list so that we can receive your application first. Otherwise, you may be accepted to another university.
2. You can apply for a budget place under the compatriots program. Compatriots are citizens of the Russian Federation permanently residing outside the territory of the Russian Federation. Compatriots are also recognized as persons and their descendants living outside the territory of the Russian Federation and belonging, as a rule, to peoples historically living on the territory of the Russian Federation, as well as those who have made a free choice in favor of spiritual, cultural and legal ties with the Russian Federation, persons whose relatives in a direct ascending line previously resided on the territory of the Russian Federation. If your compatriot status is confirmed, you will take internal entrance tests conducted by the university.
3. You can also apply for a budget place, if you are a citizen of Belarus, Kazakhstan, Kyrgyzstan or Tajikistan. You will take internal entrance tests conducted by the university and participate in a competition for a budget place.
4. You can also apply for a budget place, if you have a permanent residency in the Russian Federation and you are a citizen of one of the following countries: Armenia, Georgia, Uzbekistan, Moldova, Turkmenistan, Azerbaijan. You will take internal entrance tests conducted by the university and participate in a competition for a budget place.
